After months of political uncertainty in France that stalled non-urgent policymaking, the government has finally passed its 2026 budget, clearing a major hurdle for the long-anticipated rollout of a full medical cannabis framework.


Our CEO, Benjamin Jeanroy, underscores why this matters: the budget paralysis had left France’s regulatory texts sitting complete but unsigned for months, slowing the transition from pilot programme to permanent system. With the fiscal bill now approved, those texts can finally be signed, potentially unlocking the timeline for regulatory publication and patient access.


Jeanroy also highlights that while the regulatory blueprint is already validated, the industry still needs ministerial signatures, which should be back on the agenda of the Health Ministry now that the legislative by-election she had to undertake has been won. Today, with political distractions subsiding and clarity on requirements, companies can prepare dossiers and partnerships now in order to be ready to go once the framework is published, with a target before the end of Q1 2026.
